Concrete looks simple once it's poured. Flat, gray, done. What you can't see is the six inches of base rock under it, the rebar or mesh tied into it, and whether the crew waited for the right window of heat before they finished the surface. Most of what separates a slab that lasts 30 years from one that cracks apart by year five happens before the truck ever shows up. Here's what to actually look at when you're picking someone to do the work.
Ask what's going under the concrete, not just what's on top
Any contractor can talk about the finish, exposed aggregate, a stamped pattern, a broom finish. Fewer will walk you through the base. A driveway or slab foundation needs compacted base rock, usually 4 to 6 inches of class II road base, compacted in lifts, not just dumped and smoothed over. Skip that step and the slab has nothing solid to sit on. It'll settle unevenly the first time the ground under it moves, and around here, with our clay-heavy valley soil and the hardpan layer a lot of Tulare County lots sit on, the ground does move.
Ask about reinforcement too. Rebar (typically #3 or #4 bar on a grid) carries more strength than wire mesh, and mesh has a bad habit of sinking to the bottom of the pour if nobody chairs it up properly during placement. For a driveway carrying vehicle weight, you want rebar. For a small patio, mesh can be fine if it's installed right. A contractor who can't tell you which they're using, or why, hasn't thought about it.
What a real bid looks like
A written bid should tell you the slab thickness (4 inches for a patio or walkway, 6 inches for a driveway that'll see vehicles), the PSI of the mix, whether it includes saw-cut or tooled control joints, and what the base prep involves. If a bid is just a total dollar figure with no breakdown, that's a red flag, not a bargain.
Get two or three bids and expect them to differ by more than just price. A contractor quoting 3000 PSI mix and 4 inches of base is not doing the same job as one quoting 3500 PSI and 6 inches. Don't just compare the number at the bottom.
Our soil and our summers change how the job has to be done
Lindsay sits in citrus country, and a lot of lots here, especially anything that used to be orchard ground, have a hardpan layer a foot or two down. It's a cemented soil layer that doesn't drain and doesn't compact the way loose fill does. If a crew doesn't know it's there, they'll hit it with a shovel and wonder why the excavation's going slow, or worse, they'll skip dealing with it and pour on top of soil that traps water underneath the slab. That's how you get heaving and cracking two winters later.
Then there's the heat. Central Valley summers push past 100°F for weeks at a stretch in July and August. Concrete cures fast in that kind of heat, sometimes too fast on the surface while the middle of the slab is still wet, which causes plastic shrinkage cracking, those fine hairline cracks that show up within hours of the pour. A contractor working here in summer should be misting the surface, using an evaporation retarder, or covering fresh concrete with curing blankets or wet burlap. If they're planning to pour at noon in August and just walk away, that's a problem.
Winter's the opposite issue. We don't get freeze-thaw cycles like colder states, so that's one thing not to worry about, but we do get several weeks of heavy rain from December through February, and a lot of streets in Lindsay have flat grading with slow drainage. A driveway or patio poured without a slight slope, generally a minimum of 1/4 inch per foot away from the house, will pond water against your foundation the first good storm.
Permits and how Tulare County actually handles this
Depending on the job, a permit gets pulled through Tulare County or the City of Lindsay's building department, and a straightforward patio replacement often doesn't need one, but a new driveway approach, a retaining wall over a certain height, or any work tied to a foundation usually does. Inspections typically happen at two points: after excavation and rebar placement, before the pour, and sometimes again after. A contractor who tells you permits are a waste of time, or who wants to pour before an inspection's been scheduled, is asking you to take on liability that should be theirs. If you're in a subdivision with an HOA, check with them too. Not every neighborhood here has one, but the newer developments on the edges of town often do, and they can have their own rules on driveway finishes or wall heights.
What to walk away from
- No license number, or one they're cagey about giving you. You can verify it yourself through the state contractor's board.
- No liability insurance, or a certificate that's expired. A cracked slab is annoying. A worker injured on your property without coverage is a different level of problem.
- A price that's noticeably lower than everyone else's. Concrete, rebar, and labor cost what they cost. A number that's 30% under the rest usually means thinner slab, no base prep, or mesh instead of rebar, and you won't know which until it's already poured.
- Vague answers on timeline. A basic driveway pour is a one-day job for the concrete itself, but you shouldn't drive on it for at least 7 days, and it won't hit full strength for close to 28 days. A contractor who says you can park a car on it the next morning either doesn't know that or isn't telling you the truth.
- No mention of control joints. These are the cuts, usually made with a saw within 24 to 48 hours of the pour, that give the slab a place to crack on purpose instead of cracking wherever it wants to. Skipping them, or spacing them too far apart, is one of the most common corners cut in this trade.
A few questions worth asking outright
How thick will the slab be, and what PSI mix are you using. Is it rebar or mesh, and why. How many inches of base rock, and is it compacted in lifts or just dumped. Where does the water go once it hits the surface. When can I park on it, and when is it fully cured. A contractor who answers these without hesitation has done this enough times to know the answers cold. One who talks around them hasn't.
